I live in Florida and I want to know when the best time of year and temperature to use the elastomeric paint or Loxon XP for the exterior of my cement block house?

Time of the year doesn't matter but the weather does. Temperatures needs to be above 50 and preferably below 80 degrees. Night time temperatures need to be above 40 degrees or the coating won't be able to dry and cure properly. Humidity plays a big roll in this as well; 50% or lower is best.
Most likely spring and fall are best times in Florida but anytime will work as long as the above conditions are met for the duration of the application and 5-7 days after.
