MY 24X26 FAMILY ROOM NEEDS TO HAVE THE OIL BASED PAINT THAT WAS THEN PAINTED OVER WITH LATEX PAINT REMOVED. HOW CAN WE GO ABOUT DOING THIS EFFECTIVELY AND REASONABLE?

Use a good brand Paint & Varnish Remover… follow label directions…

Complete removal is only needed if the floor is peeling or something major is wrong. As Dave mentioned a chemical stripper can be used or rent a floor sander, there are several types ranging from drum sanders to large vibrating sanders. Sanding is messy but might be faster.
