Hi Chris, it depends – if you want a natural wood look, sanding down to the wood is the best thing you can do. For hiding paint: if the old paint layer is blistering or coming off, some strong removal is recommended too. But if you paint over a relatively good paint layer, you only need good sanding with medium or fine paper, and eventually remove surface irregularities to make things look new again.
