I followed all the prepartion instructions and painted with a high quality latex primer and it dried hard. However, when I put on the second coat of primer the first coat began go peel off. My brush may have been to wet since it was soaking in water overnight and dripped when I applied the second coat of primer, could this have been the problem.

There are only two things that would cause this.
1. You may have not prepped the surface correctly.
2. The surface of the first coat was not cured. Even though primer and paint may appear dry underneath sometimes it isn't quiet cured enough.
