I have paper like wallpaper on the walls in my mobile home and have to redo my bedroom. I would like to know if I can paint on top of that and if so what kinds of paints work best. I am on a very limited budget and would like what works for for semi-cheap.

Use a tinted shellac primer first. This will seal the walls without bubbling the paper. If any paper is loose, re-glue it with wallpaper seam seal (glue). After priming you can use any latex or acrylic paint.

Priming is necessary. Just painting without priming could cause the paper to bubble.

Primed with Kiltz

I primed with Kilz and then painted as normal. No paper bubbled except where the paper had already become loose due to water. Looks absolutely terrific.

Aweful

It completely sucks. I have tried 2 different primers and both want to lift. I think I'm fixing to try and use the paintable wallpaper and go from there.

I have read it is better to paint those type of walls without primer and use a good paint. Make sure they are clean that is important.
