I have exposed rock surface in a portion of my garage that I would to insulate and spray to avoid water leakage and insulate from the cold. Are there products that can be painted on or sprayed on that will insulate and seal?

There are several paints on the market that tout insulating capabilities. Personally I haven't used these so I can say if they work or not. I suspect the insulating affect might be minimal when compared to the extra cost.
