House built in 72; all textured ceilings, bathroom ceiling painted over with Kilz about 6 years ago. Never repainted over the Kilz because it looked OK. Now it is peeling off back to the original. Some areas are not peeling and super tough to scrape off. What is the easiest way to fix this?

The Kilz you use for the primer was just that a primer. Primer is made to soak into the material it is applied to and since you did not cover it up it has soaked into the texture, more in some spots and less in others. The easiest fix for this is to get yourself a hand held airless sprayer and respray the ceiling with Binz water-based primer in the red. Can allow to dry for 1 to 2 hrs, clean your sprayer and apply 2 coats of ceiling paint (Glidden Ultra Hide 150). Apply the first coat in one direction only, allow to dry completely and apply second coat in the opposite direction. This should take care of your ceiling problems.
