Valspar Eggshell Seems Chalky

I thought I would try Valspar in an eggshell sheen. I don’t have the roller marks like others but I don’t care for the finish it leaves when I rub it. It seems very chalky. I need to continue where I left off but I am not happy with the chalkiness. I have used other brands in an eggshell and never had this. I love the sheen but not the finish. Is it still curing?

This might be the way Valspar is. This could indicate a cheap binder resin. You should use a paint that you have had good luck with.
