Emulsion Bubbling on En-suite Ceiling

I am painting the ceiling in my en-suite, which is the first time I have painted since buying the ex-show house. When rolling, the original paint is lifting and leaving large bare patches to the plaster underneath and the only thing I can think of is to fill the holes and sand and re-paint.

But every time I roll to another area it comes off onto the roller!

After you spackle those peeled edges and lightly sand them smooth… Prime the entire ceiling using a Pigmented Shellac Sealer Primer…finally finish coat with Sherwin Williams Classic-99 Flat…
