We just hired a painter to paint our bathroom at $30 per hour. He was going to charge same rate to clean up mess plus we also paid for tack cloth, hand mask and blade whatever those items are? Is this fair?

Doesn't seem like it. Typically what I've done is charge the hourly rate plus paint cost. Normal tools like drops, brushes, and masks are simply costs of doing business. Sounds like your painter was milking you. Either that or I'm doing it wrong.
