A professional painter did this wall. Over one year, oil is sweating through the paint: long streaks of yellowish oil, greasy to the touch. I painted on top. Not a year later, same problem occurs. HELP!

Does this wall receive periodic moisture, like a bathroom with a shower? Are these streaks appearing at a certain time of the year?
 
It’s difficult to tell what is going on but the area should be washed with a mild soap and water, rinsed and allowed to dry.  If the streaks recur then the affected areas should be sealed with either an oil base or shellac primer then touched-up.  Kilz or similar products will work and are available in spray cans. Apply 2 coats of primer, allow to dry completely before repainting.
