Painting in the winter depends on the weather and temperature. The temperature has to be above freezing for extended periods of time and you will need dry weather. Humidity can and will effect the paints ability to dry, so low levels of humidity will allow you to paint at lower than normal temperatures.
You will need to check with the paint manufacture for suggested temperatures.
If you want to paint this time of year you will need to wait later in the day before starting to allow morning moisture to burn off and work in the sun for better dying.
