Patches on New Walls

I am in a new house that was built in 2010 so has not been decorated. I started to paint my hall and I keep getting patches appearing on some of the walls. It’s like the paint wont stick. I tried spot remover but that never worked. please help!

Sand down the walls, then Prime them using a Pigmented Shellac Sealer Primer… then try a sample area… if the same thing occurs, buy NEW Paint…
