Repainting over a newly painted wall a different color

I just painted a room with the first coat 3 weeks ago and the second coat today. I don’t like the color. How long do I have to wait to repaint with a new color. Going to go from a light blue to Navajo White. Also I am expecting my rug to be removed and hardwood floors to be placed in within a week. Should I paint now or wait until I am just on plywood or when the floors are done? Do I need to clean the wall and/or sand for the next paint color and if I choose to do so if my rug is removed? Thank you.

Wait till all the other work is completely finished before repainting… no sanding, just dust the walls then repaint and use a high quality brand like Sherwin Williams Classic-99, flat looks best on most walls…
