Splotchy ceiling.

We have painted our living room ceiling and we keep getting a splotchy, chalky appearance. Why is this happening and what can I do to correct it?

My best suggestion is ask the local paint dealer to come give his or her opinion as there are hundreds of possibilities for the splotches.
