You will need to soak the brush in brush cleaner for a few hours, possibly 24. As the material in the brush becomes soft use a brush comb to help work the bristles loose allowing better penetration of the brush cleaner. After the soaking, the brush can be cleaned as normal and should be good as new.

In a pinch… good old gasoline will do it too… be careful you don't burn the house down…
