Answer for "Cloudy" Lacquer on Palm Wood

This is caused by moisture, either in the wood or in the air (high humidity). One way to clear the lacquer is to rub it with lacquer thinner. This will redissolve the lacquer allowing it to dry again into a film. This is a long shot but worth trying. If this doesn't fix the clouding then you will need to remove the existing lacquer and "refinish" with something else. There are many finishes that work well; spar varnish, polyurethane and acrylic urethane work well.

Before adding any more finish you will have to take care of the cloudiness first. Try the above "fix" first then progress from there.
