Can paint be applied on wet or damp wood (stairs)?

Obviously NO!!! Let it dry for 24hrs…

It will just bubble and peel. Doesn't matter what primer or paint (or combo of the two) you use. Primer and paint must have a sound dry substrate in order to stick and stay that way.
