Lining Paper

I have taken old paper off but it has left lining paper. Can I put new lining paper over this then paint?

It could cause problems leaving the lining paper on the wall when the glue and new wallpaper is hung. Leaving it could result in bubbling and loosening of the underlying lining paper. Try to take off the paper if you can.
