I need to touch up some paint but the remaining paint in the can is about the consistence of bread dough. How can I thin it?

Sometimes (if acrylic) add a little denatured alcohol, or (if oil) add some paint thinner… but usually you need to buy new paint…

Add some water to the paint and stir to desired consistency. This might work, but the paint might be too far gone.
