We have cleaned the walls and then primed. Had to sand and then mud. We then cleaned and primed with bubbles coming out again. At wits end here- what to do?

After mud you should wait 3 days before priming… then to be sure, use a Pigmented Shellac Sealer Primer for best results… go ahead and sand, then re-prime with it now…
