We prime the walls with a latex primer after removing wallpaper and the primer had a reaction from the adhesive. What can we do since we already used latex primer?

As long as the latex primer isn't peeling or bubbling you need to apply an oil base primer, Kilz or Cover Stain. This will seal up what is there and get it ready for paint. If the reaction created many cracks in the latex primer you can apply a skim coat over the oil base primer, retexture if needed, prime again then repaint.
