Can you paint over semigloss primer?

Well,
Yes you can, you should prime the entire wall with Zinser 123 interior/exterior primer. Then put two to three coats of paint over the wall and that should solve it.

Many oil primers give a slight sheen finish when dry, but painting over this using flat, semi or gloss will not be a problem… just be sure to use a High Quality finish paint, I recommend Sherwin Williams Classic-99 … one heavy coat is all you need!
