I assume you are referring to the drywall texture. Most likely this is caused by excessive humidity. The loose texture must be removed, patched if needed, retextured and primed before painting. This will stabilize the surface for painting.
If actual drywall is coming off then the repair is much more involved. The affected drywall sheets will need replacing.
