Yes and no, but not recommended. As long as the surface isn't wet or damp and will remain dry then yes you can paint a covered surface in the rain. This only applies to using a very good acrylic paint, no oil base. The drying time will drastically increase and there is a chance the film could trap some residual moisture and have bubbles. I would just wait for better weather.
