We just had our walls painted. It was very humid and the painter was rushed. He put on a second coat with a very short wait time between coats. One spot did not take the paint well and he said it appeared some oily stain was on the wall. Now that the paint dried this spot looks very flat compared to the rest of the eggshell finish. Could we sand the wall, spackle, sand and paint over the spot?

Is the paint film intact? Or, has is separated and possibly bubbled. If the film is in good shape you can prime the area and touch it up. But, if the area has separated then scrape it lightly, prime with a fast drying primer (spray can of Kilz), patch with spackling paste, sand, prime again and touch it up.
