We have a dome covered in elastomeric paint. It is only 2 years old and has black streaks all over the dome. Is this mold? What else could it be? How do we clean it?

It might be mold, hard to know for sure. Another possibility is pollution and accumulated dust. To clean use a house wash or Simple Green and a scrub brush. A power washer can be carefully used with reduced pressure. Some house wash solutions can be injected through the power washer, speeding up the cleaning process.
