I am removing the wallpaper in my laundry room and I got the top layer and the glue layer off and I started looking closer and there is another layer of wallpaper but someone painted over it. Do I have to remove that layer too and if so how do I do that beings it’s got a layer of paint over it?

At this point you can just paint over it. No need to go any further if you don’t want to. Check for any loose paper, cut back any loose areas, spot prime with an oil base or shellac primer and patch if needed.
