Oil base paint over primer, still tacky.

I have painted an old vanity in my bathroom, washed with TSP, Cleaned Primed with Latex 2, painted with Oil Base twice and it is still tacky after 3 weeks. What have I done wrong?

Oil base paint should be applied over oil base primer only. This could have caused the problem. Another possibility is there was still a residue of TSP and this reacted with the primer and the primer reacted with the solvent in the paint.
