I need to coat plywood with a paint that will withstand it being saturated with ammonia or urine. What can I use?

Use a 2 part epoxy. An epoxy is very tough and chemical resistant when applied as 2 or more coats over a properly primer surface. There are different types and many manufactures, check your local paint store for availability and brand recommendations.
