What to use for a smooth finish as in spraying, yet attaining a tough shell-like surface that repels stains, scratches, etc? Cabinets are in a rental, in poor condition and have last been
painted with a brush and thick white latex. AWFUL!

Really there is NO painting or staining technique that will repel stains or scratches like perhaps a formica surface would… the best you could do with what you now have is to REMOVE the paint using either a Paint & Varnish Remover OR (preferably) a Furniture Refinishing Product… then Stain the cabinets with an Oil Base Stain… then seal them with a Spar Varnish… Good Luck!
