Do I need to use a primer on old stucco before I use elastomeric? Can elastomeric be tinted?

Normally priming stucco isn't needed with elastomeric paints. This primarily applies to raw unpainted stucco. Priming might be needed with previously painted stucco, depends on what it is painted with and the condition.
Check with the manufacture of your elastomeric paint for recommendations.
