Polyurethane varnishes will have an amount of sterates in them which sometimes cause adhesion problems for finish coatings.

My recommendation would be for you to use TSP as a first cleaner. Prime with a primer recommended by your local paint dealer. Apply two finish coats and enjoy your new cabinets.
