Have an older plaster wall and ceiling house. The old paint started peeling off the ceiling, scraped off the loose paint, sanded paint edges. Then primed that area. Let it dry.days later tried to put on the finish coat, after applying that and letting it dry the new paint now bubbles on the old paint underneath. Do I need a oil base primer or shellac primer instead of latex primer or what?

Oil based primer will do a better job. Kilz or Zinsser Cover Stain are 2 good primers to use, readily available everywhere. I would try a oil base primer first and see what happens. If there are still problem areas then either reprime with the oil base or use a shellac primer.
