We have painted our bathroom 4 times and each time within a few days the paint bubbles and peels. Then we tried wallpaper, which lasted about 2 weeks before it started to peel. What can we do?

This sounds as though the root of your problem is a product on the wall which will not allow adhesion. I will suggest you talk to a local paint dealer and find someone local to come check out the surface to give you better advice. Too many possibilities to give you a simple answer.
