My flate has new PoP ceiling. I want to make it white as cheap as possible. Can I directly apply putty on it? What is the best option ?

No … putty is for other repairs… if you simply want to Paint your Pop Corn ceiling, spraying is the best method, otherwise rolling will cause the “flakes” to come off, creating a big mess… If you want a Smooth Ceiling… then consult with a Drywall Repair Contractor… who will Remove the flakes and Reglaze the ceiling, for priming and finish coat painting…
