What do you mean when you say prime a ceiling before texturing? Do you mean paint the ceiling with a primer before using mud for stomping?

Absolutely the bare sheetrock and or mud needs to be primed before applying a texture. When this is not done, the first time the texture is painted, it will release, but only in spots. Then you have a big mess on your hands.
