If I understand this correctly; This isn't a painting technique but stucco/plaster color coat with reflective components. These components could be glass but also ground up oyster shell or whatever has reflective qualities.
I might be possible to use reflective glass beads in paint but where to get the beads? Some experimentation will be required!!
