I have water base paint on my wood trim. Do I understand that I should use oil base primer after preparing the surface to repaint with water base paint?

You only need to Prime a surface if it has no previous Paint on it… or Prime just locally where the Paint has worn off… otherwise just finish coat with your latex Paint… see my site and look at the page on Priming for more help: //www.davmagic.com/paint/PAGES43.html
