Semi-gloss over flat painted wall?

Can you put a semi gloss interior paint over a wall that was painted with a flat paint? I am painting one of the bedrooms in my house with Valspar Signature semi gloss finish paint. What I am getting is spotting or something you can see the roller marks on the wall. What is up with that? What am I doing wrong? Help!

2 things come to mind; you are not applying enough paint (dry rolling) or the semi-gloss is a little too thick (add a little water). Most likely it would take 2 coats anyway. If the paint is thick go ahead and add a little water.
