We have a new concrete block wall that was built to seal off an entrance to the building. Without doing some homework, it was painted with a regular exterior water based semi-gloss paint. Now we are having problems with the water seeping through the wall once in a while when there is a huge wind driven rain storm. How do we prevent the water from seeping through?

You will need to fill the pores of the outside block face with a thick acrylic masonry sealer/primer then repaint. This could be done with a thick elastomeric paint if 2 coats are applied. Check your local paint store for the appropriate primer or elastomeric paint.
