Yes it can, with stipulations; deck must be very clean, the first couple of coats must be thinned to increase penetration. Recommend 2 thinned coats and 1 or 2 thick coats. Only apply as much as the wood can take and wipe up any that doesn't soak into the wood after 15-20 minutes.
