What do I use to paint over varnish that is on drywall?

Drywall was painted and then varnish was used over paint to protect wall from water splashes… Worked well, but now I want to paint the wall another color. What can I use as new water based paint rubs off.

Prime it with a Pigmented Shellac Sealer Primer…

Alternately, you can use a fast drying oil base primer like Zinsser Cover Stain. If the wall surface is smooth (no texture) then a light sanding is a good idea to increase adhesion.
