Paint Bubbling-up

Washed the wall down and started to paint after they were dry and the paint looks like it has little bubbles all over. I used a latex paint.

One possible cause is not rinsing well enough, some soap residue still on the surface. At this point all that can be done is carefully sanding off the bubbles, apply a primer and repaint.
