I have old wood floors. I caulked with latex caulking and painted with latex paint. It has now been 2 months and the caulked area is sticky. In the area where the caulk was applied it picks up dirt/dust and is sticky rest of floor is okay. Should I Varathane the floor, will this fix the problem?

No this won't fix the problem. The problem is the caulking. Remove all caulking and replace with latex wood filler for wood floors.
