I spray painted an old metal tray for a child’s ‘bouncy seat”, but the finish will chip, can I put a varnish over it to protect it?

Yes you can give it a coat of Spar Urethane… to protect it from the elements, but as far as "chipping"… that is a mechanical type action caused by the action of the person acting against the seat, and really the best way to avoid this is to sand it all down and use Epoxy Paint… which has a more durable finish… Good Luck
