Need to cover brown fence with green but the green just soaks in leaving fence brown.

You will need to use a solid colored exterior wood stain. The acrylic solid stains are nice to use and dry quickly. It will take 2 coats to cover, maybe a third in some spots. Spraying with an airless is the easiest way to apply, better coverage.
